Bill is the expert on clusters and cluster development within the Centre for Enterprise (CfE) at Manchester Metropolitan University Business School. He managed the CfE contribution to the TACTICS cluster policy project, funded by DG Enterprise in the European Commission. Bill is now responsible for the dissemination of the TACTICS results and publications, integrating cluster development into other CfE programmes, and investigating new options for cluster development projects and initiatives, such as the European Cluster Observatory II and the Cluster Policy Core Group.

TACTICS managed the European Cluster Alliance network of policy makers, which is still active, and worked with the European Cluster Excellence Initiative and the European Cluster Observatory. TACTICS had six other partners: Oséo (France - lead partner), VINNOVA (Sweden), IWT (Belgium), PARP (Poland), TMG (Austria) and Veneto Innovazione (Italy). The TACTICS partners are members on a joint basis of The Competitiveness Institute, the global practitioners’ network for competitiveness, clusters and innovation.
Bill is also an observer on the European Forum for Clusters in Emerging Industries (EFCEI) and is part of the writing group for the Policy paper that the EFCEI is producing in 2013.
Previously, Bill was the Northwest Regional Development Agency (NWDA) Cluster Strategy Manager. He has been working on cluster development since March 2000. He has been involved in other European collaborative projects such as CLUNET (one of the pre-cursor projects to TACTICS) and Mini-Europe (that led directly to Smart Europe).
